Sawyer Phinney is a PhD student in urban political economy at the University of Manchester and a Mercatus Visiting Dissertation fellow. Sawyer's research interests include economic thought and public finance, particularly the responses of midwestern post-industrial cities to municipal bankruptcy. Sawyer earned an MA in political economy from Carleton University and a BA in political science and economics from York University. Sawyer was a Mercatus Center Adam Smith fellow during the 2017-2018 and 2018-2019 academic years.
