Ruth Winecoff is a PhD student in public affairs at Indiana University, Bloomington. Her research interests include the municipal securities market, innovations in how governments raise capital to finance projects, as well as the relationships between actors in governments issuing securities and the individuals working in the private sector to provide financial intermediation services when municipalities bring bonds to market. Ruth earned an MPA from Indiana University, Bloomington and a BA in economics from the University of North Carolina, Chapel Hill.
