Emma Wei is a PhD Candidate in political economy at Virginia Tech as well as a policy and business consultant at Innovatus Technology Consulting and a Mercatus Visiting Dissertation Fellow for the 2018-2019 academic year. Her research focuses on the implications of market-preserving federalism on municipal fiscal sustainability. She earned a dual master's degree in public administration and urban and regional planning at Virginia Tech. Prior to that, she earned a BA in tourism management and planning at Shanghai Normal University during which she was an exchange student in business administration at Newcastle University, UK. Her research interests include constitutional political economy, institutional analysis, public choice theory, development, spending and budget analysis, and state and local policy. She was a Mercatus Center Frederic Bastiat fellow.
