Andrey Yushkov is a PhD student in public affairs at Indiana University, Bloomington. His research interests include public finance, fiscal federalism, and economic development. In partcular, he studies the economic effects of tax policies, fiscal decentralization, and debt management at subnational level, primarily in developing countries. Andrey earned an MS in economics from the University of Bonn and a BPA from St. Petersburg State University.
