Joanna Carroll is a PhD student in public affairs at Indiana University, Bloomington. Her research interests include labor economics, focusing specifically on how low-wage, low-skilled workers interact with three primary streams of assistance: insurance, means-tested programs, and the tax code in order to optimize their labor supply and material well-being. Joanna earned an MA in applied economics, an MPP in social policy and a BA in political science and economics from Oregon State University. She was a Mercatus Center Adam Smith fellow during the 2016-2017 academic year.
